    Find out about the work we’re doing to raise standards in the gambling industry, protect children and the vulnerable and keep crime out of gambling. Applicants are eligible to apply for the premises license only after applying or receiving an operating license. Premises Licenses relate to non-remote businesses and give permission for using facilities to operate as casinos (or for other gambling activity). In cases when gambling providers operate both remotely and non-remotely, they need to hold both online and land-based licenses. Ancillary licenses apply to operators that provide telephone and email betting.

    A UK government-funded review of previous research noted a small scale patient survey leading to press reports claiming that 75% of people who gamble online are “problem” or “pathological” gamblers, compared to just 20% of people who visit legitimate land-based casinos. A 2015 review found evidence of higher rates of mental health comorbidites, as well as higher amounts of substance use, amongst internet gamblers, compared to non internet gamblers. People who are compulsive gamblers often gamble to escape problems or negative emotions. The signs and the symptoms that characterize problem gamblers are an obsession with gambling, a need to bet larger amounts of money to feel excited, and repeated failed attempts to stop. Borderline personality disorder is one of the most common personality disorders among compulsive gamblers. Cluster B personality disorders (including antisocial, borderline, histrionic and narcissistic basswin disorders) are the most prevalent among problem gamblers.
    Additionally, licensing is required even if a company’s online gambling operation is located in another country—so long as they provide services to gamblers in the UK. It also ensures that operators meet certain standards for fairness, integrity, and transparency, issuing licenses to operators who meet these requirements. Independent testing by a UKGC-approved test house may be required before products are made available to customers. It oversees the issuance of operator licences, ensuring that iGaming operators comply with fair play, consumer protection, and anti-money laundering (AML) standards.

    Remote gambling

    • The national regulator, ANJ, sets out this distinction in its legal-offering guidance.
    • To fully comply with this provision, operators are required to refrain from placing ads that promote betting on websites that target children.
    • An “economic crime levy” is payable by entities that are regulated for anti-money laundering purposes (currently only casinos in the UK) and which generate more than £10.2 million in UK revenue.

    Top EU regulatory bodies for online casinos

    A new rate of General Betting Duty will be introduced for general bets made remotely (for example online) from 1 April 2027. General Betting Duty is charged on bets made with a bookmaker in UK premises or remotely (for example online) by a person in the UK regardless of where in the world the bookmaker is located.     What licenses are required for online casinos in the EU?

    The Betting and Gaming Act 1960 allowed commercial bingo halls to be set up, provided they were established as members-only clubs and had to get their take from membership fees and charges rather than as a percentage of the entry fees. It is anticipated that the Voluntary Code, which aims to improve transparency, accountability and consumer protection, will be published by the end of 2025. It is anticipated that under the Crime and Policing Bill, which was introduced to Parliament in February 2025, the Commission will be granted yet further powers to more quickly and effectively take action against illegal gambling websites.
